By 7 p.m. on Saturday evenings, small groups of people are standing around outside in front of the old Spartan Theater, waiting impatiently for the band to strike up its first tune of the night. The weekly Alleghany Jubilee features flatfooting, clogging, buck dancing, and especially the mountain two-step.
