It doesn't really matter, but... under Nixon, each increase had to be approved by Congress. Ford changed it so that it went up automatically each year based on inflation, as determined by the BLS.

The COLA is determined by the Bureau of Labor Statistics in the Department of Labor.
Their senior staff...
The GOP has had nothing to do with it, and neither does your claim of the "Biden administration" saying what you imagine inflation to "really" be.

The Biden isn't interested in doing anything about this blatant price gouging because it suits their climate agenda.
The Democrats tried to pass several bills that would allow the President to declare a national state of emergency so that they could go after price gougers... the GOP shut them all down.
